These consumer bodies are designated by the Secretary of State as per s. 11 of the Enterprise Act 2002 to make a complaint (known as a super complaint) to UK CMA.
Super-complaint refers to any feature/combination of features, of a market in the UK for goods or services that significantly is/appears to harm the interests of consumers.
UK Treasury has received an application from the Money and Mental Health Policy Institute to be designated as a super-complainant to regulators, the FCA and the PSR.
A super-complainant is a designated consumer body with the right to make a 'super-complaint' to the FCA or PSR where they consider that there are features of a market that are, or which may be, significantly damaging to the interests of consumers.

Effectiveness
UK Treasury is inviting views on the application by Nov. 23, 2022.
StIn 2025/220 comes into force on Apr. 6, 2025.
