To support market participants and facilitate PPA contracting, EU ACER has committed to gathering and publishing a list of publicly available templates on its website.
Invites stakeholders to submit their templates, along with the following information: organization name; link to the online template; functional email address: jurisdiction, applicable legal basis and any comments; and the language of the template.
This should be submitted by Apr. 11, 2025, after the deadline EU ACER will publish the collected templates and continue to update the list throughout the year.
On May 23, EU ACER said it will review power purchase agreements.
EU ACER said that on Jun. 20, 2024, it will launch a public consultation on introducing voluntary templates for EU energy market power purchase agreement (PPA) contracts.

Background
Power purchase agreements are contracts between electricity producers and buyers.
Contracts for providing renewable electricity at mutually agreed rates fosters stability for both parties and promotes adoption of renewable energy sources (RES).
As per electricity market design (EMD) regulation member states will implement policies to promote PPA uptake by removing disproportionate barriers and practises.
Aims to help improve pricing predictability/meet national climate and energy targets.
Consultation
Under EMD, EU ACER must assess PPA template potential development and issuance.
Consultation from Jun. 20-Jul. 18, 2024, aims to ensure an informed/inclusive process.
EU ACER will evaluate feedback, conclusions of consultative expert group's conclusions.
If assessment (expected autumn 2024) finds a need for PPA contract templates, ACER and nominated electricity market operators (NEMOs), will start this during winter 2024.
Effectiveness
The consultation will open on Jun. 20, 2024.
Oct. 15, 2024 Conclusions
On Oct. 15, 2024, EU ACER said it had concluded that there is no need for developing new voluntary power purchase agreement (PPA) templates in the EU energy market.
Stakeholder engagement found: existing templates by industry and national bodies are sufficient/help market participants cut legal costs, streamline initial contracting phases.
Addressing critical market barriers would more effectively help foster the PPA market.
EU ACER to advise on: improving existing ones; removing market integration barriers.
It will also continue to monitor the PPA market as part of its reporting obligations and support market participants by addressing structural barriers in its recommendations.
