The revisions to the Procurement solicitation package are effective as of Mar. 7, 2025.

Package assists in process of soliciting proposals from suppliers of goods and services.
Procurement package includes supplier registration system (FR 1400A), supplier risk management offeror questionnaire (FR 1400C), and subcontracting report (FR 1400D).
Also includes solicitation package (Solicitation, offer, award (SOA) form, supplier data form, past performance data sheet, and past performance questionnaire) (FR 1400B).
Necessary to fairly and accurately evaluate the merits of suppliers' proposals, to select most advantageous proposal, and to award and administer contracts after selection.
FR 1400E will be used to screen potential contractors that would be conducting research pertaining to Fed's mission (monetary policy, financial stability, supervision).
Or for contractors that have access to sensitive Fed information, such as confidential supervisory information, in order to determine if they have any conflict of interests.
Consists of 4 sections: financial interests; outside employment/consulting in banking or economic industries; foreign government work; and relatives in related businesses.
Lists assets they, spouse, or minor children hold that might be conflicts of interest.
The potential contractor is also asked to list any outside employment that is relevant, including any employment for or with a foreign government, within the past 3 years.
Must specify any position spouse, child, parent, or sibling holds at a financial institution
Consultation
Comments on the proposal must be submitted on or before Nov. 29, 2024.
