Proposed Rule
HOME program is tool to bolster housing supply, preserve existing affordable housing.
Proposed rule seeks to streamline program requirements for States and localities.
Also, align funding with other federal housing resources, reduce administrative burden.
Improve assistance and protections for renters, strengthen the use of HOME for homeownership activities, encourage green and climate resilient building practices.
Would improve ability of participating jurisdictions who receive HOME to implement funding effectively and efficiently, easier to use HOME to support low-income families.
Rule to simplify requirements for homeownership activities, as it addresses common challenges in homebuyer activities, extending sales deadlines for HOME-assisted units.
Add flexibility for resale provisions, allow for rehabilitation of HOME-assisted property.
Also would expand opportunities for nonprofit organizations and developers who use HOME funding to create, retain renter or homeowner activities in their neighborhoods.
Such as revised requirements for community housing development organizations.

Jun. 2024 HUD Listening Sessions
On Jun. 14, 2024, HUD published the schedule of Part 1 and 2 virtual listing sessions.
Sessions allow interested persons an opportunity to comment on proposed rule.
Part 1 sessions address topics of community housing development organizations, max subsidies, green building incentives, homebuyer housing, and community land trusts.
Part 2 will address rental housing, tenant-based rental assistance, tenant protections.
Jan. 2025 HUD Fed Reg Final Rule
On Jan. 6, 2025, HUD published final rule to modernize HOME partnership program.
Final rule revises the current HOME regulations to update, simplify, or streamline requirements and to better align the program with other federal housing programs.
Minor revisions to regulations for Community Development Block Grant and Section 8 Housing Choice Voucher Programs consistent with the changes to the HOME program.
The final rule also implements the recent amendments made to the HOME statute.
Several technical revisions in response to comments received, effective Feb. 5, 2025.
