White House approved Minnesota disaster declaration in areas of MN affected by severe storms and flooding beginning on Jun. 16, 2024, and continuing.
Eligibility
Ordered federal aid to supplement State, tribal, local recovery efforts in areas affected.
Federal funding is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work.
Also for repair or replacement of facilities damaged by the severe storms and flooding in the counties of Blue Earth, Carver, Cass, Cook, Cottonwood, Faribault, Fillmore.
Additionally, Freeborn, Goodhue, Jackson, Lake, Le Sueur, Murray, Nobles, Pipestone, Rice, Rock, St. Louis, Steele, Wabasha, Waseca, as well as Watonwan counties.
Federal funding also available on a cost-sharing basis for hazard mitigation measures.
Jul. 1, 2024 FEMA Disaster Declaration
On Jul. 1, 2024, FEMA reported federal disaster assistance available to Minnesota to supplement recovery efforts in the areas affected by the severe storms and flooding.

On Jul. 5, 2024, SBA published notice in federal register of the presidential declaration of a disaster for public assistance only in the State of Minnesota dated Jun. 28, 2024.
Makes available physical loans and Economic injury disaster loans (EIDLs) for victims.
Physical loan applications due Aug. 27, 2024; EIDL applications due Mar. 28, 2025.
Private nonprofits that provide essential services of a governmental nature eligible.

On Jul. 30, 2024, FEMA reported that the White House had made additional federal assistance available for recovery from severe storms and flooding Jun. 16 to Jul. 4.
Makes federal funding available to affected individuals in Blue Earth, Cook, Cottonwood, Faribault, Freeborn, Goodhue, Itasca, Jackson, Lake, Le Sueur, Mower.
Also Nicollet, Nobles, Rice, Rock, St. Louis, Steele, Waseca and Watonwan counties.
Assistance can include grants for temporary housing and home repairs, low-interest loans to cover uninsured property losses and other programs to help in recovery.
Jul. 30, 2024 MN LEG Expanded Declaration
On Jul. 30, 2024, MN LEG requested amendment to declaration due to significant destruction of residents' homes and businesses, residents can get individual help.
Can get individual assistance from FEMA to help recover from losses, debris removal, emergency measures, in addition to repair and replacement of damaged infrastructure.
Declaration applies to counties of Blue Earth, Cook, Cottonwood, Faribault, Freeborn, Goodhue, Itasca, Jackson, Lake, Le Sueur, Mower, Nicollet, Nobles, Rice, and Rock.
Also applies to counties of St. Louis, Steele, Waseca, Watonwan in Minnesota.

Aug. 26, 2024 SBA Working Capital Loans
On Aug. 26, 2024, SBA notified economic injury disaster loans (EIDL) for working capital are available to firms, and reiterates loan relief measures from Aug. 5 fed reg.
Available in listed MN counties and made eligible for both physical or economic losses.
Blue Earth, Cook, Cottonwood, Faribault, Freeborn, Goodhue, Itasca, Jackson, Lake, Le Sueur, Mower, Nicollet, Nobles, Rice, Rock, St. Louis, Steele Waseca, and Watonwan.

Aug. 28, 2024, SBA Fed Reg Amendment 2
On Aug. 28, 2024, SBA published notice of Amendment No. 2 in the federal register.
Notice of major disaster declaration for private non-profit organizations in MN, dated Jun. 28, 2024, was amended to include several areas as adversely affected by disaster.
All other pertinent information in the original declaration remained unchanged.

On Sep. 13, 2024, FEMA approved Martin and Murray counties for FEMA Individual Assistance due to the severe storms and flooding between Jun. 16 and Jul. 4, 2024.
On the same day, SBA added Martin, Murray and Lyon counties in Minnesota as eligible for assistance due to severe storms and flooding between Jun. 16 and Jul. 4, 2024.
Sep. 18, 2024 FEMA Disaster Declaration
On Sep. 18, 2024, FEMA published Jun. 28 MN disaster declaration in federal register.
On the same day, FEMA published amendment 2 to declaration, in the federal register.
Adds counties eligible for public assistance, to be also eligible for individual assistance.
Namely, Blue Earth, Cook, Cottonwood, Faribault, Freeborn, Goodhue, Jackson, Lake, Le Sueur, Nobles, Rice, Rock, St. Louis, Steele, Waseca, and Watonwan Counties.
Amendment also added Itasca, Mower, and Nicollet Counties for Individual Assistance.
MN LEG governor issued reminder to homeowners and renters in MN impacted by the flooding, that they have until Sep. 27, 2024 to apply for federal disaster assistance.
Individuals granted eligibility in additional counties will have a later deadline to apply.
Sep. 2024 FEMA Extended Deadline
On Sep. 20, 2024, FEMA extended applications for FEMA Individual Assistance for property damage resulting from severe storms and floods to Oct. 27, 2024.
