On Jan. 2, 2025, MLT FSA issued circular on supervisory reporting ITS version 3.5.
To inform all credit institutions and foreign branches re supervisory reporting updates. Circular should be read in conjunction with all respective CRR provisions and any regulations and EBA Guidelines issued thereunder including but not limited to ITS on reporting, Annexes, templates and instructions.
New version expected to apply from Dec. 2024 reference date, brings new reporting requirements on institution’s management board diversity, gender pay gap, in line with EBA Guidelines on benchmarking of diversity practices (EBA/GL/2023/08).
EBA Guidelines implemented locally via amendments in Section 1 of Part 2 of Banking Rule BR/24 on Internal Governance of Credit Institutions Authorized per Banking Act.
Reporting every 3 years, with 1st reference date Dec. 31, 2024, report due by Apr. 30.
Reporting module is sample-based, MLT FSA issued a separate bilateral communication to in-scope institutions, advising them on the reporting requirements for this module.
Institutions requested to note EBA most recent publication list of validation rules, any future publications, reminded of their responsibility to update internal data processes.

On Apr. 30, MLT FSA issued circular to credit entities on ITS V3.4.
MLT FSA issued circular to credit institutions including foreign branches on supervisory requirements in ITS V3.4, must be read in conjunction with all respective CRR rules.
Circular should be read in conjunction with all respective CRR provisions, amended ITS on Supervisory Reporting as well as annexes, including all templates and instructions.
New version of ITS framework, expected to apply from the Sep. 2024 reference date, introduces a new reporting on Interest Rate Risk in the Banking Book (IRRBB).
Reporting module is mandatory for all credit institutions excluding foreign branches.
ITS includes simplified reporting templates for small and non-complex institutions (SNCI) and for institutions other than large institutions.
Institutions included in sample for annual EBA Quantitative Impact Study, designated as SIFI at highest level of consolidation, obligated to participate in IRRBB ad-hoc data collection per ECB Decision (EBA/DC/501) and the ECB SSM extension requirement.
They are also advised to take note of amended ITS scope of consolidation requirement, which extends reporting of IRRBB module to both individual and consolidated levels.
Technical package which provides standard specifications and includes Validation Rules, the Data Point Model (DPM) and the XBRL taxonomies is available at EBA's website.
A separate communication will be issued in due course following update of the MLT FSA supervisory Reporting Webpage with information related to ITS v3.4.
Jun. 24, 2024, DPM 2.0 & XBRL-CSV Format
On Jun. 24, 2024, MLT FSA issued ITS V3.4 and DPM 2.0/ XBRL-CSV format circular.
Reporting framework v3.4 expected to apply from Sep. 2024, with resources being added to its website; templates and instructions for current ITS v3.3 are still available.
EBA will implement DPM 2.0 model in 2024; issued sample databases/documentation.
From Mar. 2025, EBA to publish reporting frameworks in DPM 1.0 & DPM2.0 formats, with dual publication until Dec. 2025, after which old data dictionary is discontinued.
EBA has issued implementation plan; also transitioning to XBRL-CSV reporting format.
Preliminary version of new XBRL taxonomy architecture 2.0 will be issued with current architecture in reporting framework v3.5 release, allowing preparation for new format.
EBA will have arrangements to accept both XBRL-XML and XBRL-CSV during 2025, but from reference dates of Dec. 2025 and onwards, only XBRL-CSV will be accepted.
