On Jul. 24, NPL CB amended wallet identity verification requirements.
NPL CB amended Dir 15/082 under the Unified Directives on Payment Systems, 2082, using its authority under section 45 of the Payment and Settlement Act, 2075.
Amendments
Licensed payment service providers must verify Nepali citizens’ national identity card information against the national identity card electronic record when opening wallets.
By Oct. 17, 2026, providers must obtain users’ self-declarations on whether they have national identity card details and update the card numbers of users who already hold cards.
Users without a national identity card must receive monthly reminders to obtain one and update their customer identification information.
Nepali citizens living abroad may open wallets without national identity card details, but providers must update those details within 35 days after the user returns to Nepal.
Citizens unable to care for themselves, including disabled or otherwise helpless persons, may open and use wallets using other required documents without national identity card details.
