DC INS reported insurers filed 193 proposed rates for 2025 health plan offerings.
Proposed rates were submitted for DC Health Link, the DC’s health insurance marketplace, from CareFirst BlueCross BlueShield, Kaiser and United Healthcare.
Proposed rates are for individuals, families and small businesses for 2025 plan year.
Rate Change Requests
In the individual market, CareFirst proposed average increase of 3.6% for both health maintenance organization (HMO) plans, and Kaiser proposed average increase of 9%.
For small group plans, CareFirst filed average rate increases of 6.1% for HMO plans and 1.4% for insurance plans, whereas Kaiser proposed an average increase of 8%.
United proposed average increase of 5.1%; 5.4% for its HMOs and 5.8% for its plans.

Rate Review Process
The division posts all rate filings on disb.dc.gov and public has 30 days to comment.
Health actuarial division will determine, based on data gathered, if the rate request is reasonable or approved; a rate request may also be rejected or withdrawn.
Typically, decision is made within 45 days from request; ACA rate filings may differ.

On Sep. 12, 2024, DC INS reported 2025 approved individual, small business health insurance rates; individual rates increasing by 4.7%, small business rates by 4.9%.
Open enrollment for individuals and families starts Nov. 1, 2024 to Jan. 31, 2025.
