Proposal
The bill allows RUS CMP to issue warnings based on any reliable information about planned behavior in the commodity market, rather than just public statements.
Also in the bill geographic criterion is removed from the definition of a comparable commodity market, allowing domestic market comparisons instead of relying on international currency-based prices for determining monopolistically high prices.
In addition, the proposed the bill expands the list of individuals acting in the interests of economic entities in stock exchange trading, aligning with current practices.
The proposed bill establishes the creation of new unitary enterprises in competitive markets is prohibited, including through reorganization or changes in activity type.
Furthermore, according to the bill self-employed individuals are now included in the register of business entities, simplifying access to municipal and regional preferences.
