CHI NAFMII published the Self-Discipline Guidelines for Information Service Business in the Interbank Market (Trial).
The Guidelines aim to strengthen oversight of financial information service providers in China's interbank market.
Highlights of Guidelines
The guidelines define "information services" as data and information services related to interbank market operations, provided by CHI CAC-licensed or registered financial information service institutions to interbank market participants.
Including data, market quotes, news, and financial analysis tools.
Bond valuation institutions conducting information services beyond their valuation business are also subject to these guidelines.
Information Services providers are required to maintain internal controls covering data quality, security, personal data protection, and intellectual property protection.
Plus conflict-of-interest prevention, separating their information services from the investment and trading activities of the provider itself and its affiliates.
Providers are required to ensure lawful data collection, disclose sources and processing methodologies, and promptly correct material errors.
Nine categories of prohibited behavior are established, including publishing false or unverifiable data, unlawful data collection, and facilitating insider trading or market manipulation.
Providers with significant influence on interbank market participants are required to register with CHI NAFMII.

The guidelines are effective from Nov. 1, 2026.
