  • On May 13, 2025, SWE PRL issued Act 2025:327 and enters into force Jun. 10, 2025.
  • Act 2025:327 repeals Act 1996:95 on certain international sanctions; however, the repealed act shall continue to apply in respect of orders, regulations and exemptions issued by the government pursuant to that act and interim decisions issued by SWE FI.

On Mar. 6, SWE PRL published new law on international sanctions.

  • SWE PRL stated international sanctions bill is submitted by Ministry for Foreign Affairs.
  • The proposals implement the EU sanctions directive into Swedish law.

  • Mainly proposed the penalties for violations of international sanctions are tightened.
  • Minor cases of violations of international sanctions shall be criminalized.
  • New criminal offenses in the form of sanction offense, sanction offense, serious sanction offense and repeated sanction offense shall be introduced.
  • Attempts and assistance to certain sanction offenses shall be criminalized.
  • Certain authorities shall report to the Police Authority or the Prosecution Authority if there is reason to assume that a crime under the new act has been committed.

  • May 7, 2025 New Law Adopted
  • On May 7, 2025, SWE PRL confirmed the international sanctions law has been adopted.
  • The main purpose of the new Sanctions act (2024/25:UU17) is to implement the EU's sanctions Dir 2024/1226; the EU's sanctions directive, in turn, aims to criminalize and establish penalties for violations of international sanctions decided by the EU.
  • The new law means that penalties for violations of international sanctions to be increased; offences of a minor degree (minor cases) should also be criminalized.
  • New offense designations in the form of sanction offenses, sanction offenses, aggravated sanction offenses and repeated sanction offenses shall be introduced.
  • Attempts and aiding and abetting certain sanctions offenses are to be criminalized.
  • Some authorities will be obliged to report if there is suspicion of a violation of new law.
  • SWE PRL decided the Act will enter into force on Jun. 10 instead of May 20, 2025.
