EC Annual Review of States annual activity reports on export credits re Reg 1233/2011
Context
Annual review for 2021 on officially supported export credit activities is produced per Reg 1233/2011 on guidelines' application in field of officially supported export credits.
Review covers officially supported export credit activities carried out by export credit agencies (ECAs) of Member States and based on information provided by States.
Data in annual activity reports they made available to EC also pursuant to said Reg.
Reports follow standard template (checklist template) reviewed, enriched over time.
Most recent update of template, applicable since the reporting year 2020, includes more detail regarding human rights, climate change and environmental protection.
EU States Data
20 Member States provided officially supported export credits in 2021 within scope of application of Arrangement on Officially Supported Export Credits.
Submitted Annual Activity Report for 2021: Austria, Belgium, Croatia, Czechia, Denmark, Estonia, Finland, France, Germany, Hungary, Italy, Luxemburg, Netherlands.
But also Poland, Portugal, Romania, Slovenia, Slovakia, Spain and Sweden.
The remaining States: Bulgaria, Cyprus, Greece, Ireland, Latvia, Lithuania and Malta, confirmed they did not provide officially supported export credits during reporting year.
Conclusion
EC considers that available information provides evidence that officially supported export credits activities in the EU comply with Articles 3 and 21 TEU.
OECD recommendations provide framework for management of States’ export credit programs, States set own policies based on recommendations in line with EU goals.
Re compliance with international obligations and those under EU competition law, no disputes at WTO re export credit activities of EU State for 2021, EC has not received any complaint concerning potential infringements of EU regulation involving EU ECAs.
The EP has called upon EC for a statement on whether Member States, when providing officially supported export credits, comply with EU objectives and obligations.
EC performed its annual review in accordance with Regulation 1233/2011; review is based on Annual Activity Reports sent by States, cannot be considered exhaustive.
