MEX CB Interbank Payment System


On Nov. 22, MEX CB rules on interbank data security standards.


  • MEX CB published Circular 11/2023 which made modifications to Circular 13/2017.
  • Referenced the information security officer of the interbank dollar payment system.
  • Applies to credit institutions and others that provide the fund transfer service.
  • In addition, it applies to participants in the payment system administered by MEX CB.
  • Key Provisions
  • Participants are obligated to have appointed information security officers at all times.
  • In accordance with internal regulations; inform the administrator of the appointment.
  • Conduct periodic compliance verification with the information security officer functions.
  • Provide data security officer a list of individuals with access to participant's operations.
  • List must include those abroad and technical user of infrastructure with high privileges.
  • Conduct periodic compliance verifications of the security requirements in their or any other third party that could affect participant's operation, technological infrastructure.
  • Effectiveness
  • The provisions of Circular 11/2023 will come into effect on Apr. 4, 2024.
