HUD Delinquent Mortgage Contact


On Nov. 6, HUD extended waiver on alternative contact methods.


  • HUD issued Federal Housing Administration (FHA) INFO 2023-88 on regulatory waivers
  • Extended temporary regulatory and handbook waivers that allow mortgagees to utilize alternative methods for face-to-face interviews with delinquent mortgage borrowers.
  • Waiver Extensions
  • Temporary, partial waiver of 24 CFR 203.604, contact with mortgagor, requirements.
  • Mortgagee must establish contact with the borrower, using alternative methods.
  • Such as phone interviews, e-mail, video calling services to determine repayment plan.
  • Must document contact with the borrower, following the same protocol that is currently required, noting the alternative methods of contact used in lieu of face-to-face contact.
  • Waiver does not apply to 24 CFR 203.604(e)(1) re Section 248 insurance program.
  • Effectiveness
  • Initially issued partial waiver Mar. 13, 2020; extended waiver through May 31, 2024.
  • Apr. 2024 HUD Waiver Extension
  • On Apr. 4, 2024, HUD FHA INFO 2024-15 reported wavier extended to Jan. 1, 2025.
  • Unless the final rule amending 24 CFR 203.604 takes effect sooner, see #180838.
