On Dec. 12, FIN UM detailed its new fee regulation applicable in 2025.
FIN UM's new fee regulation for 2025 will enter into force on Jan. 1, 2025, when some current services handled free of charge, will then become subject to a fee for services.
The regulation is defined as the Decree on payments for foreign affairs administration services in 2025 (Decree UM/2024/247) and is applicable with effect from Jan. 2025.
Services Affected
National Security Authority (NSA) services for international personal and for corporate security clearance, visitor permits and separate certificate will become subject to a fee.
No fee is charged for security clearance certificate issued under Section 6, Subsections 3 and 4 of the State Fee Basis Act, when it concerns a person employed by or recruited to Foreign Service of Finland or a person employed by the Foreign Service of Finland.
Also, when it is issued on authority of another state or an international organisation.
In addition, fees will be charged for processing permits related to dual-use item export controls, including individual, transit, brokering, and transfer permits, permits for the provision of technical assistance, comprehensive permits, and all advance decisions.
Exemption permits processed by FIN UM under EU sanctions regulations will continue to be free of charge, with new free service of transfer of funds (UM deposit) when it is performed at same time connected with financial assistance (repayment commitment).
The service price of repayment commitment is 150 euros, but in the crisis situations under Section 15 of Consular Services Act, a lower price of 40 euros will be charged.
In addition, payment regulation introduces some technical and substantive changes.
Other fees for foreign affairs administration services will remain unchanged, which will include for example, the prices of passports issued by the Finnish missions overseas.

Terms of a new regulation in relation to fees payable for services applies Jan. 1, 2025.
