IRE GVT Covid-19 Support Extended


On Dec. 17, IRE GVT issued details of extension of support provision.


  • IRE GVT published two statutory instruments relating to Industrial and Provident Societies Act 1893 (section 14A(1)) and the Companies Act 2014 (section 12A(1)).
  • Follows IRE GVT Jul. 2020 introduced companies bill relating to Covid-19, see #82532.
  • Also follows IRE GVT May. 2021 extended interim period for operations, see #106082.
  • Summary
  • The two statutory instruments extend the relief provided to businesses as a result of effects of Covid-19, to Apr. 30, 2022, from Jan. 1, 2022, following previous the relief.
  • The current relief measures expire on Dec. 31, 2021, which the instruments replace.

  • The new period of relief commences on Jan. 1, 2022.
  • May. 2022 Further Support Extension
  • On May 5, 2022, IRE GVT published the Industrial and provident societies act 1893 (section 14A(1)) (Covid-19) order 2022, in order to extend Covid-19 business relief.
  • Also published the Companies act 2014 (section 12A(1)) (Covid-19) order 2022.
  • References in the orders to the act of 2020 all relate to the Companies (miscellaneous provisions) (Covid-19) act 2020 (no. 9 of 2020), the terms of which are also covered.
  • The interim period under the orders now covers period May 1, 2022 to Dec. 31, 2022, and current relief measures expire on Apr. 30, 2022, which these instruments replace.
  • Notice of making of statutory instrument appeared in official gazette of Apr. 29, 2022.
  • Dec. 2022 Further Support Extension
  • On Dec. 14, 2022, IRE GVT published the Companies act 2014 (section 12A(1)) (Covid-19) (no. 2) order 2022 (StIn 648/2022), and the Industrial and provident societies act 1893 (section 14A(1)) (covid-19) (no. 2) order 2022 (StIn 649/2022).
  • The interim period under the orders now covers period Jan. 1, 2023, to Dec. 31, 2023.
  • Dec. 2023 Covid Support Extended
  • On Dec. 18, 2023, IRE GVT issued the Companies Act 2014 (Section 12A(1)) (Covid-19) Order 2023 (StIn 646/2023), extending until Dec. 31, 2024 interim measures in Companies (Miscellaneous Provisions) (Covid-19) Act 2020, regarding virtual AGMs.
  • And, notwithstanding anything in company’s constitution, member and proxies who participate in a general meeting by electronic means will be counted in the quorum.
  • On same date, IRE GVT issued Industrial and Provident Societies Act 1893 (Section 14A(1)) (Covid-19) Order 2023 (StIn 647/2023), which extends period allowing changes to Industrial and Provident Societies Act 1893 to provide more flexibility to registered societies when holding an AGM and general meetings of the society during the interim period, which is the same period as for companies under the Covid Act.
  • Changes to 1893 act similar to those to Companies Act re company general meetings.
  • New regulations extends the interim period, now runs Jan. 1, 2024 to Dec. 31, 2024.
  • Dec. 19, 2023 Extension Reminder
  • On Dec. 19, 2023, IRE CGI reminded of the virtual AGMs' extension to Dec. 31, 2024.
  • Document dated Dec. 19, 2023, was received on Feb. 20 due to a fixed feed.
  • Extension allows entities to continue to hold AGMs and general meetings by electronic means e.g. Microsoft Teams, Zoom, Skype and any other video conferencing platforms.
  • It was further advised that IRE GVT would be bringing forward a permanent legislative amendment to the Companies Act, 2014 in relation to virtual and hybrid meetings.
