On Oct. 23, US BIS issued interim final rule re spacecraft, parts export
US BIS published interim final rule to amend the Export administration regulations (EAR) to make changes to controls in regards to spacecrafts and related items.
Reduce license obligations on less sensitive items to reflect close relations with certain countries to better facilitate space collaboration; refined, clarified existing controls.

Amendments
Changes will aim to better enable a globally competitive US space industrial base.
Removes licensing requirements for exports of certain spacecraft components to over 40 US allies and partners worldwide in order to better facilitate space collaboration.
Makes refinements, clarifications to existing controls so that easier to understand.
Adds new license requirement for exports and reexports to China, Russia, or Venezuela
Shipment, transmission of items to a launch platform in international waters to be treated as an export to the country the platform is owned, controlled, or operated by.
Licensing exception for exports or reexports to Russia if needed on short notice for purpose of launching the commodities for use in the International Space Station (ISS).
Also broadens license exceptions to support additional NASA cooperative programs.
Savings Clause
Shipments of items removed from the eligibility for license exception or export without license that were already en route on Oct. 23, 2024 may proceed to that destination.
Effectiveness
Interim rule effective on Oct. 23, 2024; comments must be received by Nov. 22, 2024.

On Nov. 19, 2024, US BIS published comment period extension, until Dec. 23, 2024.
