SBA may lend private nonprofits up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.
Follows White House Hawaii disaster declaration in areas affected by severe storms, flooding, as well as landslides Apr. 11-14, 2024, in Kauai; and FEMA assistance notice.
Eligibility
Federal funding is available to state and eligible local governments and certain private nonprofits on a cost-sharing basis for emergency work and the repair or replacement.
Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.
SBA Disaster Assistance
SBA CAN lending to private nonprofits to repair or replace damaged to property.
It can also lend additional funds to help with the cost of improvements to protect, prevent or minimize disaster damage from occurring again in the future.
For certain private nonprofit organizations, SBA offers Economic Injury Disaster Loans (EIDLs) to help with meeting working capital needs caused by the disaster.
The EIDLs may be used to pay fixed debts, payroll, accounts payable and other bills.
Those that cannot be paid because of the disaster’s impact upon the nonprofits.
Economic injury assistance available regardless of whether entity suffered damage.
The filing deadline for EIDL applications to be submitted is Mar. 17, 2025.
FEMA Reports Assistance Available
On Jun. 18th, FEMA reported notice that federal disaster assistance is available to HWI to supplement recovery in areas affected by Apr. 11-14 severe weather.
Public assistance federal funding is available to the state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis.
Funding is available for emergency work and the repair or replacement of facilities damaged by the severe storms, flooding and landslides in Kauai County.
Funds also available on a cost-sharing basis for hazard mitigation measures statewide.

Jun. 2024 HWI Governor Proclamation
On Jun. 21, 2024, HWI LEG issued fourth proclamation in relation to Apr. 11 storms.
Authorized emergency provisions regarding invocation and suspension of certain laws.
Aug. 2024 HWI Governor Fifth Proclamation
On Aug. 20, 2024, HWI LEG issued fifth proclamation re Apr. 11, heavy rains, flooding.
Overrides fourth proclamation issued Jun. 21 to, among other provisions, activate the Major Disaster Fund and suspend 23 HWI laws of the Hawai'i Revised Statutes (HRS).
Including HWI LEG 103D, HWI LEG 103F to expedite contractors for procurements of public goods, services, and health and human services to respond to the conditions.
Supersedes prior proclamations and in force through Oct. 19, 2024, immediate effect.
Sep. 2024 FEMA Fed Reg Presidential Declaration
On Sep. 18, 2024, FEMA issued notice of Presidential declaration of a major disaster for State of Hawaii, dated Jun. 17, 2024, related determinations, in federal register.
President issued major disaster declaration, determined damage in certain areas of Hawaii from severe storms, flooding, landslides during period Apr. 11 to Apr. 14, 2024.
Oct. 2024 HWI LEG Governor Sixth Proclamation
On Oct. 18, 2024, HWI LEG issued sixth proclamation re heavy rains and flooding.
Supersedes all prior proclamations and the disaster emergency relief period shall commence immediately and continue through Dec. 17, 2024, unless superseded.
