BEL PRL issued adopted draft bill, amending law of Apr. 4, 2014 on insurance, on the grounds for an exclusion in non-compulsory health insurance for an attempted suicide.
Bill Overview
The costs from an attempted suicide are almost always explicitly excluded in the non-mandatory, additional hospitalization insurance, or fall under intentional act exclusion.
The refusal to reimburse these costs contributes to stigmatization of this psychological problem, and to the difficult financial situation of people who have attempted suicide.
This bill therefore stipulates that any damage that results from an attempted suicide by the policyholder may not be excluded within the health insurance contract, for future.
To prevent insurance companies with knowledge of a previous suicide attempt refusing policyholder for that reason or charging additional premium, a ban is being introduced on including attempted suicide as exclusion in mandatory, additional health insurance.
All policyholders will not be obliged to communicate the relevant information if they are requested to do so by an insurer when concluding any new health insurance contract.
The adopted text was agreed by BEL PRL on Apr. 18, 2024, published on Apr. 22, 2024.
This law will enter into force on the first day of the sixth month after its publication.

The final adopted text was approved on Apr. 22, 2024 and the bill will now continue its progress through the parliamentary process, before then being granted royal assent.
May 2024 Legislation Passed
On May 16, 2024, BEL GVT published Law, changing law of Apr. 4, 2014 on insurance, on grounds for exclusion in non-compulsory health insurance for an attempted suicide.
The text includes a definition of attempted suicide to provide legal clarity in legislation.
It also confirms that the insurance company cannot exclude benefits resulting from a suicide attempt by the policyholder within the terms of health care insurance contract.
This law applies both to existing health care insurance contracts and to all new health care insurance contracts that are concluded from the specified date of entry into force.
Law of Apr. 21, 2024 in force on first day of 6th month after publication, Dec. 1, 2024.
