On May 4, VT INS issued Medicare bulletin, given end of Covid relief.
VT INS published Insurance Bulletin No. 224, Termination of medicaid continuous enrollment requirement and medicare supplement guaranteed issue eligibility.
Goal is to clarify Regulation H-2009-04 provisions re Medicaid coverage during Covid.

Medicare Supplement Policies
Given Medicaid continuous enrollment termination effective Mar. 31, 2023 under the US Consolidated appropriations act (CAA), States resume normal Medicare eligibility.
To this end, VT INS directs all in-State Medicare supplement issuers to issue policies offered for sale in Vermont to eligible, enrolled Medicare supplement applicants.
Also, to apply the guaranteed issue provisions of VT FIN Reg H-2009-04 S.12.A.(2).
Effectiveness
The provisions put forth in Insurance bulletin no. 224 will expire on Apr. 1, 2024.
Jul. 2023 VT INS Revised Bulletin
On Jul. 13, 2023, VT INS revisedBulletin no. 224 by adding a second eligibility criterion providing for enrollment within 6 months of termination notice.
If no notice received, notice of a claim denial or the date that a claim was denied are date of record and must certify that date with the Medicare Supplement application.
In such case, the issuer shall apply the guaranteed issue provisions for such applicant.
This provisions contained within this bulletin will expire on Apr. 1, 2024.
Apr. 2024 VT INS Revised Bulletin
On Apr. 9, 2024, VT INS revised Bulletin 224, to extend the Med Supp open enrollment periods for Medicare beneficiaries terminated from Vermont Medicaid to end of 2024.
