One of four initiatives on main set-up of the European Digital Identity Wallets (eID).
It aims to lay down rules to ensure Member States provide wallets that are interoperable and can be used for all their intended purposes.
Wallets should enable secure online cross-border identification for wide range of public and private services; sharing of electronic attestations; issuance of e-signatures.
Implementing reg currently under preparation with adoption expected by Q4 2024.
Aug. 2024 Consultations on Initiatives
On Aug. 12, 2024, EU CMSN consulted on European Digital identity wallets initiatives.
Another initiative by EU CMSN is on trust framework with annex to ensure security and transparency in the electronic notification system established by EU CMSN.
This is in relation to information exchange between EU CMSN and the Member States.
EU CMSN is consulting on certification with annex, in which Member States cannot use European cybersecurity certification schemes based on Regulation (EU) 2019/881.
If such schemes are not sufficient, they must establish national certification schemes to supplement them specifying competence requirements and evaluation process.
EU CMSN seeks views on person identification data and electronic attestations of attributes draft implementing regulation with annex on personal identity data.
Ensures smooth lifecycle of personal identification data and electronic attestations, covering issuance, verification, revocation and suspension, and disclosures.
Further, EU CMSN issued protocols and interfaces to be supported draft implementing regulation with annex, which aims to ensure the proper implementation of protocols.
Also aims to ensure interfaces crucial for the effective operation of the wallets.
Comments on all these eID initiatives can be submitted by Sep. 9, 2024.

Nov. 2024 EC Adoption
On Nov. 28, 2024, EU CMSN adopted the various digital identity wallet regulations.
The adopted texts were not published on the website but covered: person identification data and electronic attestations of attributes issued to the Digital Identity Wallets.
Notifications to the EC concerning the European Digital Identity Wallet ecosystem.
And the certification of European Digital Identity Wallets.

On Dec. 4, 2024, EU CMSN issued final rules in OJ, including: Reg 2024/2977 on personal identification data; Reg 2024/2979 on integrity and core functionalities.
Reg 2024/2980 on notifications to the EC; Reg 2024/2981 on certification; and Reg 2024/2982 on protocols/interfaces; in force on 20th day after OJ issue, Dec. 24.
