UN Exempt Libya Humanitarian Travel


On Nov. 29, UN granted Libya 6 month humanitarian travel exemption.


  • UN security council granted a humanitarian travel exemption, pursuant to para 16(a) of res 1970 (2011), effective from Dec. 1, 2023 to May 31, 2024, to two individuals.
  • Travel Exemption
  • Individuals Safia Farkash al-Barassi and Mohammed Muammar Qadhafi may undertake unlimited travel for humanitarian purposes during the above-mentioned time frame.
  • Under the humanitarian travel exemption, travel info shall be provided by individuals for info purposes of the committee prior to and within one month after travel.
  • Committee may consider extending or renewing the exemption, if circumstances warrant it; any future decision would take into account the level of info provided.
  • Furthermore, during the above-mentioned time frame, any state(s) allowing any of the two individuals to travel into or through their territories shall be required to notify the Committee within 48 hours after arrival or passage within their territory.
  • Notification should be in writing, indicating date of entry and expected duration of stay.
  • Effectiveness
  • The humanitarian travel exemption is valid from Dec. 1, 2023, to May 31, 2024.
  • May 2024 Humanitarian Travel Exemption
  • On May 31, 2024, UN granted a humanitarian travel exemption, under para 16(a) of res 1970 (2011), effective Jun. 1 to Nov. 30, 2024, to Mohammed Muammar Qadhafi.
  • This individual may take unlimited travel for humanitarian purposes in this time frame.
