Summary
Stipulates the contents of an electronic auction system including the use of a network protocol, cryptographic algorithms, and server certificate that are robust, encrypted.
Must be time synchronized with coordinated world time; must also include authentication of persons logging in, address of website where the auction takes place.
Server certificate must be issued by a recognized certification authority, be valid and correspond to all domain names used by the electronic auction system.
System must be compatible with widely available e-devices and free, up-to-date browser, not require installation of applications beyond standard browser extensions.
Must present specific info to the public on the website where the auction is conducted.
Effectiveness
The decree enters into force on Jan. 1, 2025.
