VA LEG Governor Glenn Youngkin declared state of emergency in anticipation of the potential damage that may result from Hurricane Helene in the commonwealth.
Provisions
Declaration is issued per VA LEG 44-3.2-44-146.16 regarding defined disaster wherein human life and public and private property are imperiled due to potential emergency.
Allows the commonwealth to mobilize resources and equipment needed for preparedness, response, and recovery efforts and to support affected localities.
Virginia Emergency Support Team is actively monitoring the situation to coordinate recovery efforts, resources, and information for commonwealth residents.
Effectiveness
Executive order 37 (2024) is effective on Sep. 25, 2024, and to remain in effect for 45 days unless sooner amended or rescinded by further executive order by governor.
Sep. 29, 2024 VA LEG Emergency Declaration Approved
On Sep. 29, 2024, FEMA reported that federal disaster assistance is available to VA.
Aid is available to State, tribal, eligible local governments, certain private nonprofits on cost-sharing basis for emergency protective measures limited to direct fed assistance.

For small businesses, agricultural cooperatives, businesses engaged in aquaculture and most private nonprofits , SBA offers EIDLs to help meet working capital needs.
EIDLs available regardless of whether business suffered any physical property damage.
Disaster loans up to $500k available to homeowners to repair or replace disaster-damaged real estate; homeowners, renters $100k to repair personal property.
Filing deadline for applying for physical loans is Dec. 2, 2024; for EIDLs Jul. 1, 2025.
On Oct. 2, 2024, FEMA reported assistance now available in listed Virginia areas to help with costs from damage, losses due to Hurricane Helene beginning Sep. 25, 2024. FEMA may be able to help you pay for temporary housing, home repairs, other needs.
Oct. 29, 2024 VA LEG Disaster Loans
On Oct. 29, 2024, VA LEG reported Virginia Small Business Finance Authority in partnership with Tobacco Region Revitalization Commission will offer disaster loans.
Disaster loans will provide assistance to farmers and agricultural and forestry small businesses located in counties affected by Hurricane Helene in Southwest Virginia.
