NOR GVT Ministry of culture and equality submitted bill with proposals for a law on amendments to Act 18 March 2022 No. 12 on gambling (the Gambling act).
Government proposed to legislate provision on domain name system (DNS) blocking.
The proposal would mean that internet providers must introduce technical measures to prevent internet users from accessing selected websites using the DNS.
Bill means that when a player tries to reach a blocked website, they are instead sent to their internet provider's landing page, containing information that website is blocked.
Proposed statutory provision on DNS blocking part of extensive regulatory framework to ensure more comprehensive safeguarding of overall objectives of gambling policy.
Mar. 2024 NOR PRL Recommendations
On Mar. 20, 2024, NOR PRL issued decisions and recommendations re amendments to the Gambling act following the meeting to consider the bill on Mar. 19, 2024.
Bill was considered by NOR PRL for the first time, now awaiting second treatment.
NOR PRL asked NOR GVT to include NOR DP in the work on DNS blocking regulations.
NOR GVT to also ensure that NOR DP's concerns related to privacy and freedom of information are given particular emphasis and answered in the final regulation.

On May 14, 2024, NOR GVT announced the Act on amendments to the Gambling Act, etc. (DNS blocking of websites that offer gambling that do not have a licence in Norway) (LAW-2024-05-14-22), which enters into force on Jan. 1, 2025.
