Creates new section of KNY INS 304-17A to provide coverage for stuttering treatment.
Bill Provisions
Provides relevant definitions including habilitative speech therapy, habilitative services.
Requires that any plan that covers habilitative services in general must also cover rehabilitative speech therapy as a treatment for stuttering without a maximum limit.
Coverage may not be limited based on the causes, subjected to utilization review.
Must include coverage in person and via telehealth, that latter equal to that required for health plans; include the use of any communications technology.
If the application of any requirement of this section to a qualified health plan as defined in 42 USC 18021(a)(1), would result in a determination against the State.
That the state must make payments to defray the cost of the requirement under 42 USC 18031(d)(3), 45 CFR 155.170, then requirement shall not apply to the plan.
May apply to the plan once the cost defrayal requirement is no longer applicable.
