FEMA reported President Biden approved major disaster declaration for North Carolina.
Federal disaster assistance is available to NC to supplement response efforts due to conditions resulting from Tropical Storm Helene beginning on Sep. 25, continuing.
Eligibility
Action makes federal funding available to affected individuals in counties of Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston.
Also, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey, Eastern Band of Cherokee
Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals, businesses.
Funding is also available to State, tribal and eligible local governments, certain private non-profits on a cost-sharing basis for emergency work in designated counties.
Also, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey.
As well as the Eastern Band of Cherokee Indians; funding for hazard mitigation measures is on a cost-sharing basis and is available to North Carolina, Statewide.
Oct. 3, 2024 FEMA Transitional Sheltering
On Oct. 3, 2024, FEMA reported it activated Transitional Sheltering Assistance (TSA).
Residents in listed counties who applied for disaster assistance may be eligible to stay temporarily in hotel, motel paid for by FEMA while work on long-term housing plan.
People do not need to request this assistance, FEMA will notify them of their eligibility.
May be eligible if cannot return to disaster-damaged home and housing needs cannot be met by insurance, shelters or rental assistance provided by FEMA, another agency.
Oct. 19, 2024, SBA Disaster Aid Non-Profits
On Oct. 19, 2024, SBA reported Private Non-Profits (PNPs) in NC that do not provide critical services of a governmental nature may be eligible to apply for disaster loans.
Loans for damages as a result of Tropical Storm Helene that began on Sep. 25, 2024.
Filing deadline to submit applications for physical property damage is Dec. 2, 2024.
The deadline to submit economic injury disaster loan applications is Jul. 2, 2025.
Oct. 24, 2024, FEMA and NC to Provide Housing Aid
On Oct. 24, 2024, FEMA and North Carolina provided reimbursement for hotel costs, assistance toward rent and home repair, and FEMA-provided hotel and motel stays.
Additionally, at the request of NC, FEMA is providing Direct Temporary Housing Assistance (DTHA) to survivors displaced by Helene in 25 designated NC counties.
DTHA may be provided as direct leasing from FEMA, multifamily lease and repair. and transportable temporary housing such as travel trailers or manufactured housing.
Nov. 2024 FEMA Rental Assistance
On Nov. 11, 2024, FEMA reported assistance for homeowners and renters in NC if they cannot live in their homes because of the damage caused by Tropical Storm Helene.
Provides temporary housing while home is repaired/rebuilt, funds can be used to rent a place, hotel room, RV while your home is repaired, or while you look for a new place.
Can also be used as security deposits and essential utilities (gas, water and electric).
