Bill Provisions
Existing law under Patient Protection and Affordable Care Act (PPACA) mandates that states establish Health Benefit Exchanges to help consumers purchase health plans.
In California, this is done through Covered California, governed by an executive board.
Board is currently authorized to adopt emergency regulations until January 1, 2025.
Proposes extending board's authority to adopt regulations to Jan. 1, 2030, and Office of Administrative Law's ability to approve more than two readoptions of regulations.
These proposed extensions would apply to regulations adopted before Jan. 1, 2025.
