SWI GVT opened consultation regarding the draft Climate Protection Ordinance (OCI).
Main Points
The OCI implements the Law on Climate and Innovation (LCl), accepted by the Swiss people in a Jun. 2023 referendum, that fixes 2050 climate objectives into national law.
LCl set up an impulse program for building renovation to make them climate-friendly.
Replacement of heating operating on oil/gas and electric with systems powered by renewable energies will be supported by CHF 200 mn per year at most for 10 years.
The OCl defines the conditions for granting the incentive, focusing on areas where cantonal support is insufficient, and emphasis will be placed on residential buildings.
The replacement of inefficient electric heaters with modern heating systems is another important point of the project that will increase the security of electricity supply.
LCl stipulates that all companies must reduce their CO2 emissions to net-zero by 2050.
They can voluntarily set up roadmaps explaining their plans to achieve this objective.
The OCl sets the minimum requirements that those corporate roadmaps must meet.
Companies with such roadmaps can apply for financial support for the innovative and environmentally friendly technologies and processes they are planning to apply.
The OCl defines the terms and conditions linked to the request for financial assistance.
The LCl obliges SWI GVT to take protective measures against climate change effects.
The OCl plans to create the platform adaptation to climate change in Switzerland.
The platform/forum must regularly analyze the risks posed by climate change for Switzerland and make recommendations to further develop SWI GVT's strategy.
The adopted OCI will come into force at the same time as the LCl, on Jan. 1, 2025.

On Nov. 27, 2024, SWI GVT decided to bring the Climate protection ordinance (CPO (SWI)) into force on Jan. 1, 2025, with the Climate and innovation act (CIA (SWI)).
This act provides a legal basis for Switzerland's long-term climate objectives.
CPO specifies the incentive instruments provided for by CIA for the industrial sectors.
CIA enshrines Switzerland's climate objectives in national law, in particular the target of net zero emissions by 2050 and interim targets for 2031–2040 and 2041–2050.
Plays a vital role in shaping Swiss climate policy, lays foundation for future progress.
The Federal Council decided to set the entry into force of the CPO for Jan. 1, 2025, i.e. simultaneously with the CIA, at its meeting on Nov. 27, 2024.
