On Sep. 12, EU CNCL issued decision on development of IT tools.
Issued Dec 2022/1506 on development of tools to improve information dissemination.
Document dated Sep. 12, 2022, was added on Nov. 2, 2022, due to request by client.
IT Tools Action
Restrictive measures adopted by the Council on the basis of Article 29 of the Treaty on European Union are an essential foreign policy tool for the Union’s external action.
The wide dissemination of, and easy access to, information on restrictive measures in force in the Union as well as information exchange between the Member States, stakeholders and the Commission are an essential condition of their efficacy.
Russia’s war against Ukraine has shown need for action to enable MS and operators to implement the restrictive measures adopted since Feb. 24, 2022, see #149166.
Increased demands on effective implementation of restrictive measures, new requirements set by the unprecedented scope and nature of restrictive measures, and the need for secure communications and close cooperation between Member States, stakeholders and the EC for their implementation, require new or improved tools.
An operational action under the common foreign and security policy should support the development of the required applications and databases as a matter of urgency.
EU shall support development of the applications and databases necessary to provide information on restrictive measures in force in the Union and to ensure easy access to such information, in particular, by the operators participating in their implementation.
As well as the development of information technology tools to allow secure information exchanges between the Member States, stakeholders and the Commission.
These upgraded tools shall support the implementation of reporting obligations of MSs without creating additional ones; reporting arrangements with consequences for national administrations shall be subject to consultations within the Council.
Effectiveness
Decision shall enter into force on date of adoption; it shall apply until Dec. 31, 2024.
