Existing law requires the records of a health care service plan, other entities to be open to inspection by the director of the department during normal business hours.
This bill would require records to be open for inspection through electronic means, and require records stored in a format that is digitally searchable, to the extent feasible.
Violation of these requirements would be a crime, impose a state-mandated program.
Failure by a health care service plan to respond fully or timely, to a duly authorized request for production of records would constitute grounds for disciplinary action.
