Disaster Assistance
Makes funding available to survivors in Clay, Emmet, Lyon, Plymouth, Sioux counties.
Assistance can include grants for temporary housing, home repairs, low-cost loans to cover uninsured losses and other programs to help individuals and business owners.
Also available to State, tribal and eligible local governments and private nonprofits on a cost-sharing basis for debris removal and emergency protective measures.
Protective measure cost-sharing funding is available to affected parties in Buena Vista, Clay, Dickinson, Emmet, Lyon, O'Brien, Osceola, Plymouth and Sioux counties.
Funds are available on a cost-sharing basis for hazard mitigation measures statewide.
Jun. 2024 SBA Notice of Relief
On Jun. 25, 2024, SBA provided disaster aid to impacted IOW businesses, residents.
Businesses of all sizes and private nonprofits may borrow up to $2mn to repair damaged real estate, machinery and equipment, inventory and other business assets.
May lend additional funds for improvements to prevent/minimize future disasters.
Offered economic injury disaster loans (EIDLs) to small businesses, agricultural cooperatives, businesses engaged in aquaculture, and most private nonprofits.
These loans are intended to help meet working capital needs caused by the disaster.
EIDLs are available to businesses regardless of any actual property damage.
Up to $500,000 available to homeowners to repair damaged or destroyed real estate.
Additionally, homeowners and renters are eligible for loans of up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.
Jul. 2024 HUD Offers Aid
On Jul. 1, 2024, HUD implemented federal disaster assistance for Iowa due to storms.
Aid provided includes a 90-day moratorium on FHA, Section 184 Indiana Home Loans, Home Equity Conversion Mortgages, all effective as of President's declaration date.
Conventional mortgage holders may also be eligible for relief through their holder.
HUD has also made FHA insurance available to disaster victims for replacement or repair and 100% financing including closing costs through FHA approved lenders.
Section 203(k) also allows individuals to finance the purchase or refinance of a house along with repairs through a single mortgage, including repair of existing homes.
HUD has also provided flexibility for waivers to public housing agencies and Tribes.
Jul. 2024 SBA IOW Disaster Declaration
On Jul. 5, 2024, SBA published notice of disaster declaration for IOW due to severe storms, flooding, straight-line winds, tornadoes that began Jun. 16, 2024, continuing.
Counties eligible for both EIDL and physical damage loans include Clay, Emmet, Lyon, Plymouth, Sioux; for EIDL only, Rock, Nobles, Jackson, Martin counties in Minnesota.
EIDL available for counties of Buena Vista, Cherokee, Dickinson, Kossuth, O'Brien, Osceola, Palo Alto, Pocahontas, Woodbury in OKL; Lincoln, Union, Minnehaha in SD.

Jul. 5, 2024, FEMA Additional Counties
On Jul. 5, 2024, FEMA reported homeowners, renters in Buena Vista, Cherokee and O’Brien counties who suffered damage are now eligible to apply for FEMA Disaster Aid.

Amended list of primary counties adversely affected by disaster to include (physical, EIDL) Woodbury; added Crawford, Monona, contiguous Iowa counties (EIDL only).

Jul. 25, 2024 SBA Amendment 3
On Jul. 25, 2024, SBA issued Amendment 3 to Iowa disaster in the federal register.
Amended list of primary counties to include (physical, EIDL) Dickinson, Humboldt, Palo Alto and contiguous Iowa counties (EIDL) to Calhoun, Hancock, Webster, Wright.
Also on Jul. 25, SBA stated that disaster loans due to severe weather are available to certain private nonprofits that provide essential services of a governmental nature.
Nonprofit loans are available in Buena Vista, Cherokee, Clay, Dickinson, Humboldt, O'Brien, Palo Alto, Plymouth, Scott, Sioux, Winnebago, Woodbury and Worth counties.
SBA may lend private nonprofits up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.
Further, SBA can lend funds to help with cost of improvements for future mitigation.
Eligible nonprofits can apply for EIDLs to help meet working capital needs to pay fixed debts, payroll, accounts payable, other bills that cannot be paid due to disaster.
Jul. 31, 2024 SBA Amendment 4, FEMA Aid
On Jul. 31, 2024, SBA published Amendment 4 to Iowa disaster in the federal register.
Amended to include the following areas as adversely affected by the disaster: Primary Counties (Physical Damage and Economic Injury Loans): Osceola, Pottawattamie.
Contiguous Counties (Economic Injury Loans Only): Iowa: Cass, Harrison, Mills, Montgomery, and Shelby; in Nebraska: Douglas, Sarpy, and Washington counties.
SBA published notice in fed register of President's major disaster declaration of Jul. 24.
Also on Jul. 31, 2024, FEMA reported aid available for self-employed survivors, including farmers, ranch hands, artists, musicians, mechanics in 27 Iowa counties.
FEMA can help replace tools and equipment required for self-employment.
Aug. 5, 2024 SBA Seven Additional Counties
On Aug. 5, 2024, SBA added seven additional counties eligible for federal assistance.
Federal disaster loans are available to private non-profit organizations in Harrison, Lyon, Monona, Osceola, Pocahontas, Winneshiek and Wright counties.
Private nonprofits that provide essential services of a governmental nature are eligible.
Aug. 8, 2024 SBA Fed Reg Notices

Per amendment 2, the primary counties were amended to include Harrison, Lyon, Monona, Osceola, Pocahontas, Winneshiek, Wright; with no other changes made.
Amendment 6 added Monona County as primary county, NEB county Burt contiguous.
Noted all other information in the original disaster declaration remained unchanged.

On Aug. 16, 2024, SBA published amendment 3 to Iowa public assistance declaration.
Primary counties were updated to Des Moines, Emmet, Floyd, Howard, Kossuth, Mitchell, Pottawattamie; all other information remained the same as previously.
Aug. 23, 2024 SBA Amended Declaration
On Aug. 23, 2024, SBA publishedfederal register notice of an additional amendment to presidential declaration of major disaster for the State of Iowa from Jun. 6, 2024.
Declaration is amended to extend the filing deadline for physical damage loans due to damages resulting from the Jun. 2024 storms from Aug. 23, 2024, to Oct. 22, 2024.
All other information in the original declaration remains as published and unchanged.
