CAL LEG passed Bill AB 2353 to add Section 4985.05 (CAL LEG 1-9-4-1-4985.05) to the Revenue and taxation code related to property taxes and delinquent payments.
Property Tax Payments
Property owner not liable for interest/penalties if he/she provides proof of application for an exemption, received a reservation of tax credits, building under construction.
Delinquent installments of ad valorem property tax, penalties/interest does not apply to prorated/late taxes not eligible for exemption, or property not developed to qualify.
Property owner not liable for penalties/interest will provide verification of eligibility to tax collector annually, the tax collector will give list of eligible properties to assessor.
Bill/notice of deficiency, sent to taxpayer from tax collector will not be collection action.
Applies to property tax installments due/payable from Dec. 10, 2025, to Apr. 10, 2031.
