  • Overview
  • EU statistics play increasingly important role for underpinning EU activities, policies, legislative acts, from their design and implementation to monitoring and evaluation.
  • Current legal framework governing EU statistics is Reg 223/2009, revised in 2015 that strengthened governance of EU Statistical System (ESS), professional independence.
  • Since then, strengthened governance proved effective; recent financial, migration and Covid crises followed by Russian war in Ukraine have amplified demands for and expectations of timelier and more detailed EU statistics.
  • As needed to inform EU decision-making, ensure best possible EU response to crises.
  • In recent past, EU has undertaken several legislative initiatives to build comprehensive crisis-response mechanisms via proposals such as the Civil Protection mechanism.
  • The European Health Emergency Preparedness and Response Authority (HERA) and the Market Correction Mechanism, or the Single Market Emergency Instrument (SMEI).
  • ESS operates in context driven by profound digital transformation that have created new information needs alongside the emergence of many digital data sources.
  • These sources ready to be tapped, can help generate statistics that can meet needs in more efficient, extensive and timelier manner; in turn, can increase economic growth.
  • Also spur innovation, support democratic accountability and overall society wellbeing.
  • Proposal Scope
  • Make framework fit for future, significantly improve ESS responsiveness to data needs.
  • ESS to produce statistics that are more relevant, available more promptly and detailed.
  • This will improve efficiency and reduce costs, burdens on States, survey respondents.
  • Also seeks to provide mechanism and tools for ESS to react swiftly and in collective and coordinated manner, to urgent data demands in times of crises.
  • More specifically, seeks to allow statistical authorities to tap full potential of digital data sources and technologies by enabling their reuse for EU statistics.
  • To help make ESS more efficient, effective by promoting data sharing, strengthening its coordination; strictly preserve statistical confidentiality and data privacy.
  • Update tasks of ESS partners; outline possible roles for using opportunities offered by digital transformation for more cost-efficient, less burdensome statistical production.
  • Specify new functions that statistical authorities could perform in emerging EU and national data ecosystems, while complying fully with the subsidiarity principle.
  • Adoption and Monitoring
  • Reg expected to be adopted in 2024 and the EC’s implementing measures shortly after.
  • Directly applicable in all EU Member States without need for implementation plan.
  • In line with impact assessment, implementation will be monitored, evaluated regularly.
  • Impact assessment has monitoring arrangements, proposals for indicators to be used.
  • Other Aspects
  • In preparing proposal, stakeholders consulted in various ways; public consultation collected views on options to ensure EU statistics will be fit for the future.
  • Feedback received from various stakeholder groups (detail in annex to impact assessment staff working document), consultation conducted from Jul. to Oct. 2022.
  • Respondents expressed support for action at EU level to make digital data held by the private sector available to produce EU official statistics.
  • Since 83% of the respondents considered this being of very high or high importance.
  • Some respondents considered EU official statistics sufficiently responsive to emerging user demand, including public emergencies/crises, 72% considered them not enough.
  • In conclusion, users and producers of EU statistics expressed support for reviewing Reg 223/2009 along the lines of this proposal.
  • Statistics producers (i.e. ESS partners) noted budget consequences, public supportive.
  • But since private sector data to be reused for EU statistics may to some extent be personal data, requested strong confidentiality safeguards, though recognized that ESS already provides very solid safeguards regarding confidentiality; more details provided.

  • On Nov. 20, 2023, ECB issued its opinion on proposal to amend Reg 223/2009 in OJ.
  • On the same day, a summary of the EDPS opinion on the proposal was also issued.
  • Dec. 5, 2023 EP ECON Final Report
  • On Dec. 5, 2023, EP ECON issued its final report on the EC proposal for a regulation.
  • Dec. 25, 2023 4-Column Table
  • On Dec. 25, 2023, EU CNCL issued note attaching the 4-column table on the proposal.
  • Feb. 2024 EP, EU CNCL Provisional Deal
  • On Feb. 1, 2024, EP, EU CNCL announced provisional deal on reform of EU statistics.
  • Regulation reform agreed between EP and EU state negotiators sets out to ensure EU statistics remain relevant by taking account of changing, more demanding user needs.
  • Notably by tapping full potential of digital data sources and technologies, by enabling statistics re-use, by making ESS more agile and able to respond effectively to crises.
  • By promoting data sharing and strengthening coordination among the ESS’s partners.
  • Co-legislators formal approval is required for reform to be considered adopted, final.

  • On Oct. 14, 2024, EU CNCL issued information note on outcome of EP first reading.
  • Oct. 17, 2024 Final Text for Adoption
  • On Oct. 17, 2024, EU CNCL issued final text of the act for adoption (PE-CONS 65/24).
  • Oct. 18, 2024 Proposed Adoption
  • On Oct. 18, 2024, EU CNCL issued item note concerning proposed adoption of the act.
  • Coreper asked to confirm its agreement and to suggest that the Council approve the Parliament's position, as set out in PE-CONS 65/24, as an "A" item at meeting.
  • Nov. 2024 Council Adoption
  • On Nov. 5, 2024, EU CNCL adopted changes to the EU legal framework on the development, production and dissemination of European statistics.
  • As well as conclusions that welcome progress on keeping comparable and reliable statistics for better policy-making, and provide guidance for further work in this field.
  • Regulation will enter into force 20 days after publication in the EU Official Journal.
  • Dec. 2, 2024 Final Adopted Text
  • On Dec. 2, 2024, EU CNCL issued the final adopted text of the statistics regulation.
  • Regulation in force on 20th day following publication in the Official Journal of the EU.
  • Dec. 6, 2024 Official Journal
  • On Dec. 6, 2024, EU CNCL issued final Reg 2024/3018 of Nov. 27, in Official Journal.
  • Regulation enters into force on 20th day following publication in OJ, Dec. 26, 2024.
