FIN CMP outlined new standard contract terms for electricity supply/network contracts, recommended by Energiateollisuus ry (Energy Industry Association) for consumers and other end-users, following negotiations with consumer representatives/energy agency.
Summary
Updates have been made to standard contract terms for electricity sales conditions (SME), network service conditions (VPE) and electricity supply conditions (STE).
Electricity sales conditions were last updated in 2014, while the electricity supply conditions and network service conditions were previously amended in 2019.
Latest updates follow legislation changes and needs identified by industry/authorities.
Companies will be able to more easily use electronic methods for customer services communications, such as sending contract confirmations or contract terms changes.
Firms must also advise of announcements in ways agreed with customers, e.g., email.
Consumers retain the right to free paper transactions; new conditions also contain regulations for basic customer service requirements including on contract changes.
Customers are obliged to inform when they terminate fixed-term electricity sales or electricity supply contract, with this obligation added to the terms and conditions.
Pre-invoicing is removed from contract terms, apart from customer-initiated cases.
Agreements concluded via telephone sales, must be confirmed afterwards in writing.
Effectiveness
Updated online service terms will be in force on Dec. 1, 2024, for most companies.
