On May 27, RSA FSCA issued directive to provide information, 2024.
RSA FSCA informed accountable institutions that directive to provide information 2024 (DPI 2024) available for online completion, submission from May 27 to Jul. 31, 2024.
Also issued FAQ document to help institutions understand expectations for completion.
Submission Requirements
DPI 2024 issued in terms of Financial Intelligence Centre act, (FIC Act).
All accountable institutions supervised by RSA FSCA for purposes of anti-money laundering (AML), counter-terrorism financing (CFT) and counter-proliferation financing (CPF), requested to ensure completion and submission of DPI 2024.
Failure to complete and submit the DPI 2024 by Jul. 31, 2024 will be a contravention of FIC Act and may lead to imposition of administrative penalties by RSA FSCA.
DPI 2024 may only be submitted online via the RSA FSCA FAIS e-portal.
Collective investment scheme managers that are accountable institutions must complete and submit DPI 2024 via RSA FSCA’s CIS e-portal.
Effectiveness
DPI 2024 must be completed and submitted by Jul. 31, 2024.
Nov. 2024 Final Request to Provide Information
On Nov. 4, 2024, RSA FSCA issued communication 40/2024 to notify the accountable institutions it supervises that the Directive to Provide Information for 2024 (DPI 2024) issued per Financial Intelligence Centre Act, No. 38 of 2001 (FIC Act) will again be available for online completion and submission from Nov. 4, 2024 to Nov. 29, 2024.
RSA FSCA requested accountable institutions it supervises that did not comply with DPI 2024 published in May 2024 to now ensure completion and submission of such.
And they must clarify that accountable institutions supervised by RSA FSCA regarded as not having complied with the DPI 2024 are those that failed to complete and submit the DPI as previously directed; or only partially completed the DPI previously.
For various reasons, including systems-related challenges, some accountable institutions did not manage to complete and submit their responses as directed.
The institutions thereby failed to comply with DPI 2024; in light of this, DPI 2024 is available again for online completion and submission via FSCA FAIS and CIS e-portals.
Completion and submission of DPI 2024 is mandatory for all accountable institutions.
Failure to complete and submit DPI 2024 by Nov. 29, 2024 will be a contravention of the FIC Act and may lead to the imposition of administrative penalties by RSA FSCA.
