Proposals
According to the proposed bill, the minimum wage will rise by almost 17%, reaching 22,440 rubles, benefiting approximately 4.2 million workers as of Jan. 1, 2025.
This increase aligns with national goal targeting a minimum wage of 35k RUB by 2030.
Despite economic challenges and sanctions, both budget revenues and expenditures are projected to rise in 2025 by 11.6% and 5.2% respectively compared to 2024.

On Oct. 29, 2024, RUS GVT issued law 365-FZamending art 1 of law on minimum wage - the law enters into force on Jan. 1, 2025.
