UK HMRC issued tax information and impact note on amendments to excise duty.

Excise Legislation
Aim of this measure is to improve and simplify the excise legislation in order to modernize and reform the tax and customs system in relation to warehouse provisions.
Warehousekeepers and Owners of Warehoused Goods Regulations 1999 (WOWGR) amendments follow review of WOWGR in 2022 undertaken by UK HMRC.
An informal consultation by HMRC in 2023 found that WOWGR are outdated, burdensome and duplicative, and are no longer effective in preventing fraud.
Simplifying WOWGR and miscellaneous amendments to UK excise law, will make legislation and processes simpler which will reduce administrative burdens.
It will ensure UK HMRC, and businesses or passengers have more certainty on how simplifications operate, but other changes (non WOWGR) have no material impact.
Specifically, non WOWGR excise changes have no impact on UK HMRC processes.
Effectiveness
WOWGR measures, Regulations 2, 4(7) to (11), 5, 7 and 8 effective Mar. 3, 2025.
All other excise miscellaneous provisions come are effective on Dec. 23, 2024.
