  • The Excise Duties (Miscellaneous Amendments and Revocations) Regulations 2024.

  • Aim of this measure is to improve and simplify the excise legislation in order to modernize and reform the tax and customs system in relation to warehouse provisions.
  • Warehousekeepers and Owners of Warehoused Goods Regulations 1999 (WOWGR) amendments follow review of WOWGR in 2022 undertaken by UK HMRC.
  • An informal consultation by HMRC in 2023 found that WOWGR are outdated, burdensome and duplicative, and are no longer effective in preventing fraud.
  • Simplifying WOWGR and miscellaneous amendments to UK excise law, will make legislation and processes simpler which will reduce administrative burdens.
  • It will ensure UK HMRC, and businesses or passengers have more certainty on how simplifications operate, but other changes (non WOWGR) have no material impact.
  • Specifically, non WOWGR excise changes have no impact on UK HMRC processes.
  • Effectiveness
  • WOWGR measures, Regulations 2, 4(7) to (11), 5, 7 and 8 effective Mar. 3, 2025.
  • All other excise miscellaneous provisions come are effective on Dec. 23, 2024.
