SIN LAB formed a tripartite workgroup (TWG) to develop the tripartite guidelines on flexible work arrangements (FWAs); the guidelines aims to be launched in 2024.
Background
Employers can choose to voluntarily adopt the tripartite standard on FWAs (TS-FWA), which sets out best practices in offering FWAs, and handling FWA requests.
As Singapore is an aging society with growing caregiver needs and tight labour supply, FWAs have also become increasingly important to enable more employees to work.
Future Guidelines
The guidelines will build on the best practices set out under TS-FWA for employers to fairly respond to FWA requests by their employees and build mutual understanding.
Apr. 2024 Flexible Work Arrangements
On Apr. 16, 2024, SIN LAB said new tripartite guidelines on FWA requests will take effect on Dec. 1, 2024, aiming to establish norms, expectations in the workplace.
The guidelines were formulated based on consultations with a wide range of stakeholders including employees, employers, and human resources professionals.
They provide a framework for responsible FWA requests by employees and appropriate consideration by employers, ensuring transparent decision-making communication.
Public service entities will champion these guidelines, with additional support from the tripartite alliance for employees facing non-compliance by employers.
Recommends an educational and enabling approach for implementing the guidelines.
The guidelines will not require employers to consider FWA requests from job seekers but encourage transparency about FWA policies in job advertisements and interviews.
