On Nov. 16, GE Bundesbank issued notice on monthly reporting.
Bundesbank notice 8005/2021 changed reporting of monthly balance sheet statistics.
They will affect monetary financial institutions and non-monetary financial institutions.
The circular also revoked communication no. 8002/2014, that was filed Apr. 24, 2014.
The revocation of notice 8002/2014 will come into effect on Feb. 1, 2022.
Nov. 2021 Monthly Foreign Status
On Nov. 16, 2021, GE Bundesbank also issued notice 8006/2021 of Sep. 28.
New statistical arrangement of a monthly foreign status for monetary financial institutions (MFIs) and its extension to non-MFI credit institutions under §18 BBankG.
Also provides for the repeal of communication 8002/2014 from Feb. 1, 2022.
Immediate execution of numbers 1-8 of this statistical arrangement is ordered.
On Dec. 21, 2021, GE Bundesbank issued new versions of the reports required, from the Jan. 2022 reference month, linked to notices 8005/2021 and 8006/2021.
Reports provide templates for the monthly balance sheet statistics of the monetary financial institutions (MFIs) like banks and building societies and Non-MFI Institutions.
There are three new templates in German and one new template in English that have been provided as part of package, with one other form already in use from Oct. 2021.
The new reports templates are valid for all relevant returns due from Jan. 1, 2022.
Nov. 22, 2024 New Reporting Templates
On Nov. 22, 2024, GE Bundesbank issued reporting templates for the monthly balance sheet statistics of banks, including building societies and non-MFI credit institutions.
Changes to reporting items and text marked on the template are valid from Oct. 2024.
Nov. 29, 2024 Amendment
On Nov. 29, 2024, GE Bundesbank amended notices 8005/2021, notice 8003/2004.
Number 1, item 7, b-c notice 8005/2021, para 2 of Annex 2 to notice 8003/2004, are repealed on Jan. 1, 2025 to reduce reporting entities burden, GE Bundesbank decided to no longer collect statistical reports in repealed points from reporting entities.
Any gap in data accepted to reduce burden; basis S49.1 Administrative Procedure Act.
Lawful administrative act that does not favour authorities can be revoked in whole/part with effect for future, even after it has become final, binding, unless administrative act with same content has to be issued again/revocation is inadmissible for other reasons.
This partial repeal of notice 8005/2021, 8003/2004 leaves rest of content unaffected.
Partial repeal of point 1, item 7 b-c of notice 8005/2021 does not affect obligation of MFIs, non-MFI credit institutions with branches abroad to report for part of institution located in Germany within meaning of ECB Reg 2021/379 annex 2 specific provisions.
If notice 8005/2021 continues to refer to para 7 number 1, this shall be deemed to be reference only to number 1, para 7a), unaffected by repeal.
With partial repeal of notice 8005/2021, explicit reference to number 1, para 7c) in explanatory memorandum under section VII, para 2 notice 8005/2021 now obsolete.
Dec. 2024 Circular 79/2024
On Dec. 4, 2024, GE Bundesbank published a circular on monthly balance sheet statistics, which draws attention to announcement re notice 8002/2024.
From the reporting month of Jan. 2025, the monthly balance sheet statistics on the foreign branches of domestic banks (MFIs) and non-MFI credit institutions (AUSFI) (including the report for the entire institution) are no longer to be submitted.
Plus, quarterly regional reports on the monthly balance sheet statistics of monetary financial institutions (MFIs) (REGST) and quarterly regional reports on the borrower statistics of monetary financial institutions (MFIs) (REGVJ).
If an institution is required to report on one or more of these surveys, it must submit the report(s) for the last time in Jan. 2025 for the reporting month of Dec. 2024.
The survey on foreign status of foreign branches of domestic banks (MFIs) and non-MFI credit institutions (AUSFI) is not affected by changes in reporting requirements.
