NLD DNB Reduced O-SII Buffers


On May 31, NLD DNB reduced O-SII buffers, effective May 31, 2024.


  • NLD DNB lowered buffers for other systemically important institutions (O-SII).
  • Follows NLD DNB Dec. 2022 announced confirmation of O-SII buffers, see #154403.
  • Annual Evaluation
  • NLD DNB lowered buffer requirements per article 105c Wft Prudential Rules Decree (Bpr), with article 131(6), requiring annual evaluation for O-SII buffer.
  • New requirement better reflects size of Dutch banking sector relative to economy.
  • Also, progress made in European regulation and integration, such as development of banking union, meaning problems in banking sector can be tackled more effectively.

  • Following O-SII buffers have been applicable since Dec. 29, 2020: ING (2.5%), Rabobank (2%), ABN AMRO Bank (1.5%), and BNG and de Volksbank (1%).
  • Effectiveness
  • From May 31, 2024, the following O-SII buffers will apply: ING (2%), Rabobank (1.75%), ABN AMRO Bank (1.25%), and BNG and de Volksbank (0.25%).
