Local governmental unit shall not enact or enforce ordinance that would have the effect of controlling amount charged for rent, rental application fees, rental deposits.
Preemption against rent, rental application fees, deposit control applies to landlords, property owners and managers, tenants, prospective tenants, real estate companies.
Section does not impair the right of any local governmental unit to manage and control residential property in which the local governmental unit has a property interest.
