Proposals
The proposed ordinance aims to regulate risk assumption forms, methods, volume determination, and conditions for secured bonds issued by specialized entities.
Proposed due to publication of law 355-FZ amending securities market law, #230918.
The ord establishes requirements for forms/methods to assume risks equivalent to at least 20% of the total obligations under secured bond for initial/subsequent creditors.
In addition, the ord, specifies the forms, methods, and conditions for assuming risks within a range of 5% to less than 20% of the total obligations under secured bonds.
Also, it sets forms and methods for assuming risks equivalent to at least 10% of the total obligations under secured bonds issued by specialized project financing entities.

Comments and feedback are expected by Dec. 8, 2024
From the date of entry for force the ordinance will invalidate ordinance 3309-U on requirements for forms, methods, volume determination procedures, and conditions for assuming risks related to secured bonds issued by specialized entities.
