  • On Jun. 25, 2025, JPN FSA issued two public comments received and its responses.
  • Following this JPN FSA clarified that China and Russia are not subject to Travel rule as they do not have regulations equivalent to Japan's notification obligations.
  • Crypto asset exchange and electronic payment instrument businesses must collect and store owner information for transactions with wallets not subject to Travel rule.
  • As Australia also does not currently have regulations equivalent to Japan's notification obligations, Travel rule is not imposed even when Japanese electronic payment instrument traders transfer electronic payment instruments to Australian banks.
  • The revised Public notice will be implemented from Aug. 1, 2025.

On Apr. 25, JPN FSA proposed updating countries based on AML laws.

  • JPN FSA proposed revising Public notice re designation of countries/regions under art. 17-2, 17-3 of Order for enforcement of criminal proceed transfer prevention act.
  • The revision concerns countries/regions that do not impose notification obligations under foreign laws equivalent to articles 10-3, 10-5 of the Act on prevention of transfer of criminal proceeds, given the enforcement status of laws in each jurisdiction.
  • Follows JPN FSA Jan. 2024 propose revisions re jurisdictions for travel rule, #199306.

  • Comments shall be submitted by May 25, 2025.
