Final Reg 2025/848 on registration of wallet-relying parties; and final Reg 2025/847 on reactions to security breaches of European Digital Identity Wallets.
All regulations in force on 20th day following publication in Official Journal, May 27, 2025; Reg 2025/847 and Reg 2025/849 are directly applicable from this date (excepting article 10 of Reg 2025/847, which shall apply from May 7, 2026).
On Nov. 29, EC issued consultations on digital identify framework.
EC published consultations on proposed implementing regulations in relation to various aspects of European digital identity framework and regarding digital identity wallets.

Cross-Border Identity Matching
Consultation on proposed implementing act sets out provisions on unequivocal identity matching when using electronic identification means or EU Digital Identity Wallets.
Sets out what EU countries must do to ensure unequivocal matching when users want to access online cross-border public services when using such means or wallets.
Verification of Electronic Attestation of Attributes
Consultation on proposed implementing regulation setting out requirements for issuing and validating electronic attestations of attributes re EU Digital Identity Wallets.
Also establishes a catalog of attributes that must be verifiable against authentic sources, and sets out rules on notifying and publishing information on public sector bodies that issue attestations of attributes, are responsible for managing sources.
List of Certified Wallets
Consultation on draft implementing act sets out rules for submission to EC by EU countries of information on certified wallet solutions, associated electronic ID schemes.
And sets out requirements for the secure electronic system to be set up by the European Commission for receiving these submissions.
Registration of Relying Parties
Consultation on a proposed implementing regulation which sets out the provisions on the process for registering relying parties in European Union countries.
Provisions relate to information necessary for authentication to access European Digital Identity Wallets, to relying parties' contact details and their intended use of wallets.
This includes that data relying parties may ask users for, provisions include the specifications and requirements for relying party access certificates issued after the registration of a wallet relying party, an annex to regulation provides further details.
Security Breaches
Consultation on implementing act which sets out rules for EU countries to have mechanisms in place to ensure suspension/withdrawal of EU Digital Identity Wallets.
Should there be a security breach or partial compromise affecting wallet's reliability.
Effectiveness
The closing date for submission of responses to all consultations is Jan. 2, 2025.
Implementation of final implementing regulations is planned for Q1 2025.
