On Mar. 21, ME INS provided deadlines for non-grandfathered filings.
ME INS issued Bulletin 484, uniform deadlines for rate, form, qualified health plan (QHP) filings for non-grandfathered individual, small group plans, 2026 effective dates.
Key Dates
Uniform rate and form filing deadline is Jun. 5, 2025, for all non-grandfathered health plans and stand-alone dental plans subject to ACA with coverage dates during 2026.
Deadline allows for ME INS to transfer initial submissions to CMS by Jul. 16, 2025.
ME INS will use CMS-required templates, State-specific templates will be announced by the Marketplace; SERFF will allow direct transfer of rates in the URRT to HIOS.
CMS requested separate individual/small group filings, rates will use single risk pool.
Bulletin also provided guidance on the naming conventions for marketplace names.
Revisions to rate submissions are acceptable through Jul. 16, 2025, or the deadline for submission of pre-filed testimony in the first individual market rate review hearing.
Extensions will not be given unless due to changes made by ME INS or federal change.
Must follow SERFF form and rate instructions; final transfer date is Oct. 1, 2025.
