Creates penalty of up to 10 years of imprisonment and fine of up to $100,000 for second and subsequent convictions for illegal transmission of funds or bank fraud.
Provides that restitution to victims shall be made in accordance with LOU FIN 883.2.
Also provides that in a prosecution for bank fraud or for monetary instrument abuse, the prosecution may enter certain evidence of a perpetrator's intent to defraud.
