On Oct. 27, UKP passed the Levelling-Up and Regeneration Act 2023.
Levelling-Up and Regeneration Act 2023 LURA 2023 (UK) granted royal assent Oct. 26.

Overview
Among other things, the act makes provision for setting of levelling-up missions and reporting on progress in delivering them; about local democracy; the Community Infrastructure Levy; imposition of Infrastructure Levy; about regeneration.
About environmental outcome reports for certain consents and plans; the compulsory purchase of land; information and records relating to land, environment or heritage.
For the provision for pavement licences to be permanent; about governance of the Royal Institution of Chartered Surveyors; and about vagrancy and begging.
New Laws
The act is at core of UK GVT's long-term plan to 1mn homes over this Parliament and ensures new development produces more local infrastructure, enhances environment.
The act will also deliver measures to support regeneration in left-behind communities.
The act also creates new laws to transform town centres by giving councils powers to work directly with landlords to bring empty buildings back into use by local businesses.
And after a temporary relaxation of rules on outdoor seating for cafes, restaurants, pubs during the pandemic, the act will make this a permanent part of high streets.
Cements UK GVT commitment to address inequality, e.g. boosting devolution by ensuring every area in England that wants a devolution deal can have one by 2030.
Act encourages developers to build, by giving communities progress updates and giving councils chance to consider slow build-out rates when approving planning.
And it secures powers to tailor environmental assessment to better reflect the current pressures on the environment and meet the nation’s environmental priorities.

Oct. 2024 Amendments
On Oct. 11, 2024, UK GVT issued the Levelling-up and regeneration act 2023 (miscellaneous amendment) regulations 2024 (StIn 2024/1019) in force Nov. 1, 2024.
Makes amendments to secondary legislation consequential to commencement, from Nov. 1, 2024, of section 237 (childcare: use of non-domestic premises) and section 238 (childcare: number of providers) of, and Schedule 23 (use of non-domestic premises for childcare: registration) to, the Levelling-up and Regeneration Act 2023.
