CHL CMF Payment Security Methods

On Jun. 17, CHL CMF amended regulation on security, authentication.

  • CHL CMF published General Standard 538 (NCG 538), approved by Resolution 5880.
  • Instructions are established regarding security measures and authentication standards.
  • Applicability
  • Security measures, authentication standards for banks, supporting service companies, card payment issuers, and savings and credit cooperatives supervised by CHL CMF.
  • Provides minimum standards on security, registration, authentication, and criteria.
  • Specifies the use of Strong Customer Authentication (ARC), defines mandatory cases corresponding to fund transfers, customer onboarding processes to digital platforms.
  • May use ARC in cases of fraud or gross negligence where Law 20.009 provisions apply.
  • Effectiveness
  • These regulations will come into force starting Aug. 1, 2025; exceptions are the mandatory-use cases of strong authentication, which are effective starting Jul. 2026.
