On Oct. 24, UK DSIT issued regulations on TUPE re OFCOM contracts.
UK DSIT published The transfer of undertakings (protection of employment) (transfer of staff to the office of communications) regulations 2024 (StIn 2024/1047).

Overview of Regulations
The purpose of the regulations is to transfer the employment contracts of certain staff who are employed by the Phone-paid Services Authority (PSA) to UK OFCOM.
With protection similar to that afforded by the main part of Transfer of undertakings (protection of employment) regulations 2006 as amended, including preservation of continuity of service and existing terms and conditions of employment.
The staff transfer date as defined in the regulations is drafted to coincide with the coming into force of the order (StIn 2024/1046), i.e. on Feb. 1, 2025.
Effectiveness
The regulations come into force on Nov. 21, 2024.
The effect of the regulations will be monitored through consultation with the affected staff, planned to commence in Nov. 2024 through to the end of Jan. 2025.
Informal discussions with staff in scope to transfer began in May 2024.
